LOTT Clean Water Alliance (LOTT) will begin a major construction project to refurbish the digester system at the Budd Inlet Treatment Plant. This work will impact access through Franklin Street in downtown Olympia. Starting Monday, March 3, Franklin Street NE between A Avenue NE and Market Street NE will be closed to vehicular and pedestrian traffic through December 2028.
The work requires the construction crew to transport materials and equipment across Franklin Street into the plant. For the public’s safety, the road will remain closed from 7 a.m. Monday through 6 p.m. Friday throughout the duration of this project, with some additional openings during the summer months and holidays. Detour routes with directional signage will be in effect. Please obey all signs and use caution when traveling near this area.
From Independence Day weekend through Labor Day weekend, the street will be closed Monday through Thursday and reopen Friday through Sunday. In addition, the street will remain open on all recognized government holidays, including the day before Thanksgiving.
When Franklin Street NE is closed, LOTT’s Hauled Waste Receiving Station located on Franklin Street NE between A and B Avenues will also be closed to the public. The station will be available for use on the weekends and on all recognized government holidays from 8 a.m. to 4 p.m. LOTT is committed to working closely with its downtown neighbors and the City of Olympia to minimize impacts to the Thurston County Food Bank and the Union Gospel Mission.
